I'd agree that 11- 11:30 is the earliest you should plan- if a ship "arrives" at 7 am , it still has to clear paperwork- ypu probably can't get get through immigaration and off till 8-9 am earliest- and need to be at FLL two hours in advance to be safe , as the airport is very crowded and busy on cruise arrival/departure days.
